What is Project Upward Bound?
Project Upward Bound is a federally funded program that prepares the high school students of today to become the college students of tomorrow. We achieve this by sharpening students' skills, introducing them to a variety of cultural and social activities, and providing them with personalized academic advancement.




Program History
Project Upward Bound began with the Educational Opportunity Act of 1964, part of President Lyndon Johnson's War on Poverty. Eventually, Upward Bound, Talent Search, and Student Support Services formed what then became TRIO. In subsequent years, Upward Bound Math/Science, Veteran's Upward Bound, Educational Opportunity Centers, and Ronald E. McNair Post-Baccalaureate Achievement program joined the TRIO family of programs. All TRIO programs are vested in the notion that all committed students deserve an opportunity of a higher education (without regard to race, gender, or national origin), regardless of their family's economic resources or educational background. East Stroudsburg University became a host university to Project Upward Bound in 1975 and is one of 772 colleges and universities in the United States to host such a program. The program currently recruits from schools within a tri-county area (Monroe, Northampton, and Lehigh) and serves approximately 75 students a year.

Upward Bound Services
Services provided include, but are not limited to:
  • Tutoring in most subject areas
  • SAT preparation
  • Fee waivers for SAT and college applications
  • Guest speaker workshops/seminars
  • Field trips
  • College courses during Bridge Summer (seniors only)
  • Room and board costs (during summer session)
  • Use of ESU college facilities
  • Skill enhancement in major subject areas
  • Advanced coursework in major subject areas (calculus, advanced literature, advanced Spanish, public speaking, political science)
  • Personal college admissions counseling, including application completion, grant, scholarship, and financial aid information

Academic Year and Summer Enrollment
From September to April, Upward Bound students meet on Saturdays to participate in academic classes and tutoring sessions which assist them with their high school coursework, as well as their career and college exploration and preparation. They also participate in workshops, speakers' series, field trips, and college visits. Project Upward Bound's summer residential component simulates a college-going experience. Students live in a residence hall with a roommate, eat in the cafeteria, take classes on campus, and use university facilities. Students enroll in courses similar to ones they'll take at their high school in the upcoming fall, placing them six weeks ahead of their peers, and participate in a myriad of activities. Adult supervision is maintained on a 24 hour basis through the program's instructional, administrative, and live-in residential staff.

East Stroudsburg University
All Upward Bound classes are held on campus at our host school, East Stroudsburg University. ESU is one of the fourteen institutions in the Pennsylvania State System of Higher Education. All of the school's facilities are open to Upward Bound.

How Do I Join?
Upward Bound enrolls students who:
  • Are U.S. citizens or have attained permanent residency in the United states;
  • Fall within the federal family income guidelines set by the U.S. Department of Education;
  • Are potential first-generation college students (neither parent should have received a bachelor's degree at the time of application);
  • Have the ability and the desire to pursue further education after high school.

How Much Does East Stroudsburg University Upward Bound Cost?
The program is free to all participants, however a major investment is involved: completion of all Upward Bound and high school assignments, and dedication to improvement and success.
